[Mac] Browser toolbar is accessible to VoiceOver even when hidden in fullscreen mode

Issue description

From Issue 772947 (fullscreen navigation accessibility review) if you have the VoiceOver screen reader enabled and you are in fullscreen mode, you can still access all the tabs, toolbar, bookmarks, etc. that are not visually on screen; basically, if you press Ctrl Option Right (VoiceOver Navigation) you will reach those areas, even if they are not on screen. It shouldn't be possible to reach anything with VoiceOver that isn't actually on the screen. 

 
Components: -Blink>Fullscreen UI>Browser>FullScreen
Currently if you reach those area, the toolbar would drop down so it will actually be visible. However, I can look into disabling it so it can't be accessed at all if the toolbar is not there.

I can't reproduce this anymore. When in fullscreen mode with the toolbar hidden, I can't seem to escape the web content with VoiceOver by using Tab or "Stop Interacting With".
