[Mac] Browser toolbar is accessible to VoiceOver even when hidden in fullscreen mode |

Issue descriptionFrom Issue 772947 (fullscreen navigation accessibility review) if you have the VoiceOver screen reader enabled and you are in fullscreen mode, you can still access all the tabs, toolbar, bookmarks, etc. that are not visually on screen; basically, if you press Ctrl Option Right (VoiceOver Navigation) you will reach those areas, even if they are not on screen. It shouldn't be possible to reach anything with VoiceOver that isn't actually on the screen.

I can't reproduce this anymore. When in fullscreen mode with the toolbar hidden, I can't seem to escape the web content with VoiceOver by using Tab or "Stop Interacting With". |
