WebPages are not loaded occasionally.

Issue description

App Version: 63.0.3239.41 beta
iOS Version: 11.2, 11.1
Device: iPhoneX, iPhone7Plus
URL: any

Steps to reproduce:
  1. Launch Google Chrome
  2. Open Incognito tab
  3. Navigate to any webapge (techmeme.com, yahoo.com etc)

Observed results: Occasionally I have noticed that URL loads, but webview content is not loaded. Blank white page is displayed. Attached is a video from Vinutha, she was able to reproduce this too sometimes. But no consistent steps.

Will continue to look out for more reproducible scenarios.

Expected results: Webpages should load fine.

Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Safari/Firefox: Firefox: NO, Safari: NO
Bug reproducible on current stable build (App Version, iOS Version): M62 NA Since no consistent steps.
Bug reproducible on the current beta channel build (App Version, iOS Version): M63 Yes

Srikanth, could you please try to find consistent steps. This is probably a regression after refactoring and we will have to bisect to find a culprit.

Eugene, please go over and check with Vinutha since she is local and can repro this occasionally. They don't have any steady repro steps.

User can reload the page if they got into this "blank page" state. So I don't think this is RBS. But I believe the priority should be P1 and we should try to fix the bug for M64. 

Bisecting does not seem to be an option as it's very hard to reproduce the bug.

This was probably a GWS bug, which no one could reproduce this morning.
I have noticed this with techmeme and one other site i didn't remember now.
Also happened when tapping on NTP tiles. I will update the bug if I come up with anything.
Update: (Still no consistent repro steps)
It looks like they are loading, but loading very very slow and there is no network activity indicator as well at the time of this happening. If I leave the blank page as is for sometime (~15+seconds) then the webpage is loaded/error page.

Techmeme was on my most visited tiles in NTP, So when I tapped on it I see a blank screen for long time and the loaded.

Comment #10 sounds like network issues to me. Interesting that Safari does not have this problem.

Is this bug reproducible if we use Safari User Agent in Chrome?
I am running into this bug once or twice on daily basis on my primary phone. Changing the UserAgent to Safari for fullday may effect my other testing. 
I will try with a new device today and will update end of day if there is anything useful.

I can add a few more questions to help us triangulate this.

Is the problem iPhoneX and iPhonePlus (larger phones) only? Have we see it on iPhone 6/7/8 as well?

I don't think bisecting makes sense if we don't have consistent steps to determine if problem exists or not.

If this happens with multiple sites, then User-Agent is not likely to be relevant.

From the history of this bug, we started out with "not loaded" to "loading very slowly (and sometimes failed)". Do we have one issue or two issues?
I agree that bisecting is pointless.

Srikanth, can you execute "javascript:alert(window.document.body.innerHTML)" script in the omnibox after reproducing this issue?
I haven't seen this issue in the past week. I will update if I am able to reproduce again.

I don't see this bug anymore on 64 and 65 recently. Its safe to close now.
