Window resize cursor doesn't show for android apps when software composited cursor is turned on

- Turn on any feature that enables the software composited cursor; such as Accessibility > High contrast mode.
- Move the cursor to any edge of an Android window in an attempt to resize it.
- Notice that the cursor shape remains as an arrow, rather than the resize double-ended arrow.
