Could not open pdf with '\' in file name

Issue description

Google Chrome	61.0.3163.100 (Official Build) (64-bit)
Revision	57c9d07b416b5a2ea23d28247300e4af36329bdc-refs/branch-heads/3163@{#1250}
OS	Mac OS X

To reproduce, rename a pdf file name to something like "filename\.pdf", drag the pdf file to chrome.
Chrome will give: 
Your file was not found

This isn't a PDF specific issue. I can reproduce this behaviour with an arbitrary image file. Also repros on Linux.

From what I can tell this is WAI, since Chrome is converting the \ into a /, since the path for the item being provided is treated like a URL.
