[Cronet] Implement "kill switch" to disable QUIC without APK update

It would be nice if we could disable experimental features without having to release an updated APK. Bonus points if we can disable those features in apps bundling their own Cronet as well.

We have a CronetEngine.Builder#disableQuic() API to disable QUIC on the client. Are you proposing something different?

It would be nice to have a way to disable QUIC in all apps that use Cronet in case of critical vulnerability issues.
