New tab page flickers when opened using force touch.

Issue description

App Version: 63.0.3239.39 beta
iOS Version: 11.0.1
Device: iPhoneX ONLY
URL:NA

Steps to reproduce:
  1. Clean Install app. 
  2.Have no existing new tab pages.
  3.Force touch on the chrome app.
  4.In the menu tap on New tab
   
Observed results: 
New tab page does not open smoothly . It flickers when opened using force touch.

Expected results:
New tab page should open smoothly in chrome app.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): M62 NO
Bug reproducible on the current beta channel build (App Version, iOS Version): M63 Yes

I think it is the same behavior as on other devices. There is a bug with the NTP if ContentSuggestions is not enabled, but I don't think it has anything to do with this bug.
Is it worse/more visible on iPhone X than others?

justincohen@: for me this is WAI. Does it feel wrong on real devices (and ContentSuggestions enabled)?

I think the flicker is just seeing the stack view controller background, which I agree is WAI.  What did we show before?

Srikanth and I spent some time looking at this and I think it's an iPhoneX specific SDK bug.

Normally when you do a force-press action on an app, the Springboard-In animation shows the app launch logo and then whatever UI you want.  For example, if you install and log in to Twitter, then background the app, then force-press a new tweet, on an iPhone 7+ you will see the the twitter logo and then the new tweet UI. 

But on an iPhone X the same steps with Twitter you will see the previous UI + the launch screen at the same time, then the new tweet UI.

Chrome is doing the same thing, and has different functionality for the same code on X vs pre-X.  I think this is a UIKit issue.
