Enable previews_infobar_delegate_unittest.cc on Windows.

The unit tests for PreviewsInfoBarDelegate is currently disable because  was disabled because it was flaky on the Win7_tests(dbg) and not other bots.

Ben, since Previews are not supported on Windows, should testing the Previews InfoBar on Windows really be a P2? Sounds like a either a Won't Fix or at most a P3.
