Do not remember mobile view in devtools across browser windows

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. Open devtools from one window
2. switch to mobile view
3. Optionally close the browser window
4. Open another window
5. Open devtools

What is the expected behavior?
Expected to have devtools open without mobile view set.

What went wrong?
The fact I'm debugging one window in mobile view (device emulation mode, to be clear) does not mean I need the same on all browser windows even in future debugging sessions.

This forces me to unnecessarily switch between desktop and mobile view the majority of time. It is time consuming and annoying.

Tested on latest Chrome Stable #62.0.3202.84, Canary #64.0.3263.0 and Chrome #50.0.2624.0 on Windows 10, Mac 10.12.6 and Ubuntu 14.04 and able to reproduce the issue.

This is a non-regression issue and able to reproduce from M-50 #50.0.2624.0. Marking it as untriaged so that issue gets addressed.

Thanks for the report.  The current behavior has been working as intended for years: When you turn off Device mode, all future DevTools sessions will open with Device mode off as well, and vice versa with Device mode on.

For certain workflows, I see that this might be inconvenient, especially when debugging two different sites at the same time, one mobile and another non-mobile.  If there is strong interest from users who run into this, we can address this with better UX.
