textarea shows horizontal scrollbars for some widths

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36

Steps to reproduce the problem:
1. Open the test case file (or https://jsfiddle.net/1ycx4wm8/)
2. If the error doesn't occur immediately resize the width of the textarea with the handle on the bottom right

What is the expected behavior?
There should be no horizontal scrollbar because the content is not wider than the textarea (because the line breaks automatically).

What went wrong?
There is a horizontal scrollbar most of the time (not always, maybe depending on the calculated width of the textarea sometimes resulting in fractions).

Text is wrapped by default so a horizontal scrollbar is unexpected.
In addition to that, the scroll handle arrows are always disabled because you cannot scroll to the left or the right, but the scroll handle bar is enabled (highlighting on mouseover)

Did this work before? Yes Not sure exactly, but not long ago (see Opera versions in comment for more specifics)

Does this work in other browsers? Yes

Chrome version: 62.0.3202.89  Channel: stable
OS Version: 10.0
Flash Version: 

Worked in Opera 48, fails now in Opera 49.
Also fails in Chrome 64.0.3262.0 Canary.

The textbox is empty.
Did you set page zoom at 125% (there would be a magnifying glass icon in the address bar)?
Or maybe Windows display zoom is at 125%?
It doesn't always happen. For me it happens with page zoom 75%, 100%, 110% and sometimes with 150%, but not at all with 80%, 90% or 125%.

For some zooms the scrollbars are not there immediately and you have to resize them a bit.
On some zooms there also appears a vertical scrollbar event though the textarea is completely empty.
Windows display scaling is set to 175% on my PC, but I also got a screenshot from a user complaining about the scrollbar.

Confirmed on 64.0.3260.2 (Official Build) dev (64-bit). Scrollbars seem to appear and disappear as zoom changes.

Could be a dupe of  crbug.com/782579 . Seems to be something weird about subpixel lengths interacting with scrollbars.

Able to reproduce the issue with zoom 125% on reported version 62.0.3202.89 and on latest canary 64.0.3262.0 using Windows 10 and Ubuntu 14.04. Issue is not seen in Mac 10.12.6

You are probably looking for a change made after 492372 (known good), but no later than 492373 (first known bad).
