Toolbar folder not staying in correct location

Issue description

Chrome Version       : 61.0.3163.100
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1. Move existing ToolBar folder onto viewable screen - both drag-n-drop and through settings - move folder to top
2. 
3. 

What is the expected result?
Folder stays where I put it

What happens instead of that?
1) Stays in place while browser is open
2) when exiting browser and re-opening browser the folder briefly appears (1/2 second?) in the correct place then moves back to original location

Please provide any additional information below. Attach a screenshot if
possible.
Sync is off

Tested this issue on Windows 7 using chrome reported version #61.0.3163.100, stable #62.0.3202.94, canary #64.0.3269.3 

Steps included are:
(1)Opened chrome://bookmarks/
(2)Tried to move a folder to top by drag and drop and Observed Folder stays where I put it
(3)Restarted my browser and Observed still folder stayed where I put it.

Reporter@: Could you please refer the attached screencast and let us know anything is missed from our end.Also try to upgrade your browser to latest stable and recheck the issue. If the issue still persists, please provide us detail steps for reproducing the issue with an actual and expected screencast for reference.
