Carry over from  issue 777807 . Gambard@ said a fix is too risky in 63, and it's in this state in 62 as well, so not new, but I just want to make sure everyone is aware.

Steps to reproduce:
  1. Put device in landscape mode
  2. Open a new tab and start typing in omnibox

Observed results:
You can only see the omnibox field and the keyboard, nothing else. None of the omnibox suggestions while you type, for example, as they lay behind the keyboard.

Expected results:
All other devices you can see at least 1 suggestion.
