Textarea containing wrapped text with text-align center sometimes shows unnecessary scrollbar

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: 1. Open the test case file in Chrome. 2. The test case contains two textareas which are the same except one has left-aligned text and the other centre-aligned text. The width of the textareas is chosen to illustrate the problem and it does happen on my Mac and Windows 7 machines. If there is no scrollbar on the centre-aligned textarea, you may need to resize it carefully so that the wrapping point of a line is in the middle of a space. What is the expected behavior? Neither textarea should have a horizontal scrollbar What went wrong? The center-aligned textarea has a horizontal scrollbar Did this work before? N/A Does this work in other browsers? Yes Chrome version: 61.0.3163.100 Channel: canary OS Version: OS X 10.13.1 Flash Version: It's fine in Safari. In Chrome, there is a scrollbar and it does a little scrolling. In Opera, a scrollbar is visible but cannot be used to actually scroll.
