Regression : Separator line is seen missing for 'IP address','Routing prefix','Gateway' & 'IPv6 address' details after disabling 'Configure IP address automatically' option in chrome://settings

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page
(2)Now at 'Network' section click on Wi-Fi -> select Connected Wi-Fi network -> click on 'Network' -> so that 'IP address','Routing prefix','Gateway' & 'IPv6 address' details are seen at 'Configure IP address automatically'
(3)Now disable 'Configure IP address automatically' option and observe separator line is seen missing   (Please refer video and screenshot)

Expected: After disabling 'Configure IP address automatically' option  separator line should be seen for 'IP address','Routing prefix','Gateway' & 'IPv6 address' details 

Actual: Instead only editing line is seen for 'IP address','Routing prefix','Gateway' & 'IPv6 address' details and separator line is seen missing

This is Regression issue as same is working fine in M-61

First off, missing separators are not a P1 RB regression.

I believe this was changed by design, but I can't find any specs that indicate whther we should have separators between IP address entries.

-> bettes@ to confirm whether we want separators between IP address elements.

NOTE: toggline 'Configure IP address automatically' will toggle whether IP addres, Routing prefix, and Gateway are editable. When editable there will be an underline for the editable field which (imho) looks a little awkward with the separator and may be why I removed them (See Expected_SeparatorLine.jpg).
