Labels are missing on mouse hovering the 'Console settings' options in Devtools

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.2)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Console' section and click on 'Console settings' icon
3. Observe the Mouse hover labels

Actual: Labels are missing on mouse hovering the 'Console settings' options in Devtools
Expected: Labels should appear on mouser hovering the 'Console settings' options

This is an Non-Regression issue seen from M-59

Thank you for the report.  As your screencast shows, the checkboxes on the left have tooltips while the ones on the right do not.  The ones on the right are sufficiently self-explanatory that we do not need tooltips for them at this time.
