Rendering problem on image with animation

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36 Example URL: https://www.dentem.co/ Steps to reproduce the problem: 1. Just load the site (Chrome version 62) 2. The image of the phone with hover animation will start flashing 3. on hover it will appear What is the expected behavior? It should not flash and stay on as it did on Chrome 61 and earlier and as it does in all browsers. What went wrong? The image of the phone is flashing. When you remove all css styles and re enable them again on the console it starts working as it should Does it occur on multiple sites: No Is it a problem with a plugin? N/A Did this work before? Reproducible on 64.0.3260.2 (Official Build) dev (64-bit). Note that the flicker is really caused by the phone image being behind the main content image. I've minimized the test case. When there's both a transform and a filter applied to an image, the bottom part of the image gets cut off, replaced by a red background. Note that (in both original website and minified test case) you have to do a full refresh (ctrl-shift-R) to repro each time. Works fine in Firefox. Not really sure if it's a transform or filter issue since both are needed for the repro. Redirecting to both teams.

Able to reproduce the issue on reported version 62.0.3202.89 and on latest canary 64.0.3262.0 using Windows 10, Ubuntu 14.04 and Mac 10.12.6 Manual Bisect Info: ================ Good build: 62.0.3167.0 Bad build: 62.0.3168.0 You are probably looking for a change made after 489800 (known good), but no later than 489801 (first known bad).
