What steps will reproduce the problem?
(1)Recover Build>>In OOBE screen,connect to a network and goto Sign in to your Chromebook page
(2)In Signin page >>click on More Options>>select Enterprise enrollment and Observe the Sign in UI (Kindly refer video)

Actual:Unnecessary refresh of Enterprise enrollment Signin page is seen
Expected:No such unwanted reload should be seen

This is a Non-Regression issue seen from M-61
