Regression:Focus on thumbnail overlay doesn't appear properly after pressing tab key in NTP.

Chrome Version:64.0.3261.0 aac97fe5f3cb5890bedac2a2ba9fec6b3e8c16fc-refs/heads/master@{#514329}(32/64-bit) 
OS: Windows (7,8,10),Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and open NTP such that thumbnail appears
(2)Now press tab key till focus reaches thumbnail, observe the outline of overlay on tab press

Actual: Focus on thumbnail overlay doesn't appear properly.

Expected: Focus on thumbnail should be properly seen after hitting tab key.

This is a regression issue broken 'M64' and below is the manual bisect info

You are probably looking for a change made after 510840 (known good), but no later than 510841 (first known bad).

The focus ring actually looks a bit broken before as well as after that CL. So I don't know if this qualifies as a regression and P1.

Yeah it's related - not exactly the same thing, but one fix might fix both. Let's try to get this into 65.

In M69, thumbnails have been replaced with icons, making this issue obsolete.
