Regression : Unwanted movement of 'Show console sidebar' icon is seen after clicking on it in devtools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.2)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Console' section and click on 'Show console sidebar' icon,observe

Actual: Unwanted movement of 'Show console sidebar' icon is seen after clicking on it.
Expected: Unwanted movement of 'Show console sidebar' icon should not be seen after clicking on it.

This is regression issue, broken in ‘M 64’ and will soon update other info :
Good build:64.0.3256.0

This is regression issue, broken in ‘M 56’ and will below is the bisect info :
Good build: 64.0.3256.0  (Revision: 513349).
Bad build: 64.0.3257.0 (Revision: 513642).

You are probably looking for a change made after 513573 (known good), but no lat
er than 513574 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Thanks for the report.  This was an intended change for an icon with uneven margin, so marking as wontfix.
