Regression: Unwanted Grey borders are seen for Bluetooth device page

Issue description

Chrome Version:64.0.3261.0/10106.0.0 dev channel Candy,Reks,Daisy
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build >> In OOBE screen enable Bluetooth
(2)Click to open any Bluetooth device overlay and Observe grey borders(kindly refer video)

Actual:Grey borders are seen on up & Down of Bluetooth device overlay which are not draggable
Expected: no unwanted borders should be seen as (IMG_01) or should be able to drag/resize the overlay as (IMG_02)

This is a Regression as same is working fine in M-61

Note:Issue is not seen in Windows,Linux OS

Weird, it looks like we're showing the top/bottom resize bars for the dialog. It also reproduces on 64.0.3261.0 canary when trying to connect to a Bluetooth device while signed in, so OOBE is not necessary. Not sure what could be causing this.

+stevenjb is this a WebUI dialog? Do you know who might be able to look into why the borders are appearing?

Yeah, this is a "frameless" webui dialog. We need to make it consistent with the Network dialogs:  issue 780569 .
