Textarea with padding and border in pt show scrollbar (only in chrome)

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36

Steps to reproduce the problem:
1. open the atached file
2. the textarea shows scrollbar

What is the expected behavior?
no scrollbar is needed

What went wrong?
the textarea has scrollbars when not needed

Does this work in other browsers? Yes

Chrome version: 62.0.3202.89  Channel: stable

Status: Untriaged (was: Unconfirmed)
Confirmed on 64.0.3260.2 (Official Build) dev (64-bit). Chrome computes the border width as 1.3px, whereas Firefox rounds to 1px. I believe both are correct, but not sure whether a scrollbar should appear. I suspect that the border width should be rounded before determining if a scrollbar is needed? Redirecting to Blink>Scroll for advice.

Able to reproduce the issue on reported version 62.0.3202.89 and on latest canary 64.0.3262.0 using Windows 10 and Ubuntu 14.04

Bad build: 62.0.3179.0

You are probably looking for a change made after 492372 (known good), but no later than 492373 (first known bad).

Recent regression, can we get fix for M64?Please feel free to modify the labels accordingly.
