external keyboard caps-lock to ctrl mapping still works as caps lock

Issue description

Chrome Version: 64.0.3255.0, 64.0.3257.0
CrOS: Kevin


What steps will reproduce the problem?
(1) attach USB external keyboard
(2) open settings and select Caps Lock to be mapped to Ctrl key.
(3) Try key combination like caps lock + W 

What is the expected result?

ctrl-w results in window closing

What happens instead?

ctrl-w results in window closing and caps lock turns on.

reproduced on CrOS versions 10105.0.0, 10089.0.0

Yes, it's related to my CL.
This occurs because Caps Lock modifier is not removed when Caps Lock key is remapped to Ctrl key.

Fix Caps Lock remapping issue

Changes:
Remove the Caps Lock modifier for key event when Caps Lock key is
remapped to another key.
