[A11y] HW layout goes back to Main layout if rotate screen.

REPRO STEPS:
1.Switch to A11y.
2.Open HW layout.
3.Rotate screen.


Actual:
Keyboard goes to Main layout.

Note:
Not repro for inputview layout.
