security_SuidBinaries: move to ImageTest

It doesn't need to be an Autotest since it tests something static about the image. ImageTest runs a lot faster.

might be a little difficult if the files are root owned and we want to read their xattrs.  tbd.

I thought this ran as root on the bots -- I certainly had to run as root on my desktop to get all the tests to pass IIRC.
