Regression:Blink of red highlight is seen after right clicking on "google chrome help" link button in chrome://settings.

Chrome Version:63.0.3239.40 (Official Build)Revision be8ba5f2f365c05c14573c0089bc463b6bacb78b-refs/branch-heads/3239@{#411} (32/64-bit)
OS:Windows(7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/
(2)Enter invalid text in search field such that 'no search results found' message appears.
(3)Now right click on "google chrome help" link button and observe the highlight.

Actual: Blink of red highlight is seen after right clicking on "google chrome help" link button.

Expected: Red highlight should stay once context menu appears on right click.

This is a regression issue broken in 'M62' and below is the manual bisect info.
Good Build: 62.0.3186.0
Bad Build:  62.0.3187.0

Note: Issue not seen on Linux & Mac OS.

You are probably looking for a change made after 494615 (known good), but no lat
er than 494616 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.
