REPRO STEPS:
1.Switch to Cantonese input method.


Actual:
Cantonese_full layout pops up. 
To use compact layout, user need open menu list, then click "Switch to compact layout".

Expected:
Compact layout pops up by default, unless there's only full layout exists(just like other input methods do).
