browser is hacked by foreign countries

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9765.85.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.123 Safari/537.36

Steps to reproduce the problem:
1. powerwash 38 times

2. redownload chrome
3. administrator is through a group cant access

3. 

What is the expected behavior?
get a secure browers

What went wrong?
not sure

Did this work before? No

OS Version: 9765.85.0
