When in insufficient disk space, Google drive entry disappeared in Files app

Issue description

Chrome OS: 10032.30.0, 63.0.3239.39 beta build on caroline device.

What steps will reproduce the problem?
1. Open Files.app (user A)
2. Fill up your local disk i.e. Downloads folder
3. Add a new user and open Files app for this user (user B)
4. Observe no Google Drive entry in the left navigation pane
5. Files app of user B also doesn't show Google Drive entry.
6. If you delete files to free up space and sign in back to either user B or user A, Google Drive entry re appeared.

Actual behavior:
Google drive entry disappeared in Files app when in insufficient disk space.

Expected behavior:
All the entries in the left navigation pane of Files app must be present when in insufficient disk space.

I don't think this is a regression.
When device disk space is critically low, some subsystems can stop working (as warned by the notification).
Files app needs some storage space to interact with Google Drive.

I think the current behavior is OK as long as the warning is shown in the notification center and Google Drive reappears once the available space gets sufficient.

Weifang, please reopen this if you think we need some additional treatments for this situation.

https://listnr.corp.google.com/report/84338348375 looks a different issue, since the user has enough available space.
