keyboard_commands_egtest not being used by any one.

It seems there is no BUILD.gn file containing keyboard_commands_egtest.
Should we add it back to ios/chrome/browser/ui/BUILD.gn?

It seems the following CL mistakenly removed the keyboard_commands_egtest from BUILD.gn:

I will add it back.

I will add this egtest back when fixing crbug.com/782127.
