I can't reproduce locally, but assigning to Victor, and maybe he can repro (as it sounds like Divya was able to repro) Question: what am I dragging here? the red box?

I was not able to reproduce on Chrome Canary 70.0.3530.0 on MacOS, as the tab did not crash and I was able to drag the red box. Also, on Chrome 69.0.3497.21 on ChromeOS, I was not able to drag the red box at all.

Unable to repro on Chrome 69.0.3497.100 on Linux, OSX, and Android, as per steps shown in #4. @julienv3, does it still repro for you?
