It is not possible to activate the context menu in sheets with Chrome

Issue description

Chrome Version: 64.0.3261.0 (Official Build) canary (64-bit) (cohort: Clang-64)
OS: Windows 10
Screen Reader tested: NVDA 2017.3

1. With NVDA running, open a sheet
2. Navigate to any cell
3. Press applications key
4. Notice that nothing happens

The context menu same as right click on cell should appear.
This works in Firefox stable.

 
Google Chrome	64.0.3261.0 (Official Build) canary (64-bit) (cohort: Clang-64)
Windows 10 Enterprise Version 1607 Build 14393.1770
Firefox 56.0.2 (64-bit)

Reproing this, it is Chrome + Sheets specific.

# Launch Chrome (with no screen readers nor AT)
# Open a Sheet
# Navigate to any cell
# Right click on that cell to view the additional menu 
# Press applications key (on my keyboard it in between alt and ctrl on the right side of my keyboard and looks like a hamburger menu) 
Expected: applications key brings up same menu as right click
Actual: nothing happens when pressing applications key

# Open Sheets + Firefox
# Focus on any cell
# Press the applications key
# Menu appears, works without issue

# Open Docs in Chrome 
# Focus anywhere
# Press applications key
# Menu appears, works without issue
