What steps will reproduce the problem?

(1)Login as user and enable chromevox
(2)Sign out of the present user


What is the expected result?

Chromevox should function normally on the sign in screen

What happens instead?

The voice output is not heard in the sign in screen. we can tab around and the yellow focus is seen but the voice output is not heard.
