Software Video playback on eve jankier than it should be.

Issue description

With HW video decoders disabled on eve, SW video decoding regressed significantly starting from R64-10081.0.0.

I don't see anything suspicious CL in https://crosland.corp.google.com/log/10080.0.0..10081.0.0

I tried running ToT Chrome on R64-10080.0.0 and the video is smooth, as soon as I use a Chrome OS image > R64-10080.0.0, SW video decoding becomes really janky.

Surprisingly, this issue doesn't seem to be affecting Soraka. 
 
We tried tracing and we didn't notice anything taking more CPU time that usual.

We get many skipped frames even for tiny videos (640x360).
It seems like many videoframes are not making it to the compositor.

this is specific on EVE Chromebook which media team doesn't have. give to CrOS team.
Do we know if this is specific to eve? Which codecs/videos/tests/sites was this reproduced on? Thank you.

I can reproduce this issue only on my evt device.
I reproduced it disabling HW decoders on youtube or crosvideo.appstop.com. I was testing SW decoding to NV12.

I couldn't reproduce it on a pvt device nor on soraka.
Closing it as wont fix.
