Issue descriptionWith HW video decoders disabled on eve, SW video decoding regressed significantly starting from R64-10081.0.0. I don't see anything suspicious CL in https://crosland.corp.google.com/log/10080.0.0..10081.0.0 I tried running ToT Chrome on R64-10080.0.0 and the video is smooth, as soon as I use a Chrome OS image > R64-10080.0.0, SW video decoding becomes really janky. Surprisingly, this issue doesn't seem to be affecting Soraka.

this is specific on EVE Chromebook which media team doesn't have. give to CrOS team.

I can reproduce this issue only on my evt device. I reproduced it disabling HW decoders on youtube or crosvideo.appstop.com. I was testing SW decoding to NV12. I couldn't reproduce it on a pvt device nor on soraka. Closing it as wont fix.
