[Findit] Flake Analyzer - Send email notification of completion of manual rerun

Issue description

When users trigger a new flake analysis via the UI, they need a way to know when their analysis is done to check back on results

Estimate: Small/Medium. A new basic pipeline to send an email with a template linking to the analysis when finished
