Switching to tablet mode causes the wallpaper to go blank.

Steps to reproduce:
1. Sign in. Ensure there is a wallpaper set for the user.
2. Switch to tablet mode.

Actual behavior:
Switching to tablet mode causes the wallpaper to go blank.

Expected behavior:
Switching to tablet mode should not change user's wallpaper setting. I didn't see this behavior on cave.

Please refer the attachment which shows wallpaper black in tablet mode.

I didn't repro it on 64. I'll test on 63.
