Bookmarks / Extensions rendering out of scale

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10032.21.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.26 Safari/537.36 Platform: 10032.21.0 (Official Build) beta-channel samus Steps to reproduce the problem: 1. Have Extensions available in Incognito Window (Have seen on LastPass) 2. Have Bookmarks 3. Open an Incognito window What is the expected behavior? Window will open and all items will be at the same scale as the non-incognito window. What went wrong? Bookmark links are small until hovered over. Once hovered over, they appear as expected. Did this work before? Yes 62 Chrome version: 63.0.3239.26 Channel: beta OS Version: 10032.21.0 Flash Version: 27.0.0.180 /opt/google/chrome/pepper/libpepflashplayer.so Does not happen 100% of the time. Attempting to identify replicable behavior. Have also seen Extension icons appear larger than anticipated, as much as 300% larger.

Updated to 63.0.3239.50 (Official Build) beta (64-bit) and the issue occurs more frequently. No longer only happens when moving a window, but will happen shortly after. Also affecting the Tab rendering, blurring the Tabs together until they are moused over again, which redraws them.

Where version 63 is now in stable, and 64 is the Beta, I am still experiencing issues with this. Again, this happens ALOT, and is completely reproducible, with my setup. I do have a secondary monitor, and I am noticing that any time I move the "Hangouts" extension from one monitor to the other, the iFrame retains the former screen's resolution, making it either too small or too large, but this is not the only time this occurs. Attaching three screenshots (2 of Hangouts window, 1 of Window Decoration issue).

Also, it happens with all the window dressing - Pinned Tabs, Maximize, Restore, Close buttons, omnibox text. Not _just_ bookmarks, although Bookmarks seems to be more common. The issue with the Hangouts Window moving between Monitors has been resolved with v66.

Still occurring in version 70 (Beta) Only seems to occur when External monitor is Extended and resolutions are different. Current resolutions are: Internal : 1280 X 850 (Default) External : 2560 x 1080 (60 Hz)

I feel that this has to do with the changing background color. All the Window Decoration elements which have a psudo-class :active style seem fix themselves where those that do not require clicking to get redrawn and fixed. Example is the navigation Forward/Back arrows in the attached Video. This is on my internal display with a connected external display with a different resolution.

Also seeing this, but only when an external monitor is connected. This has happened across two different Pixelbooks for same user, and across multiple monitors and display cables. (don't know if displayport only) Version: 71.0.3578.98
