Capture video button is missing in chrome://settings/changePicture overlay

What steps will reproduce the problem?
(1) Open chrome://settings/changePicture
(2) Click on Camera icon
(3) Check for video button to capture picture in video mode

What happens ?
Video button is missing. Instead device policy icon is seen with tooltip "This setting is enforced by your administrator". Attached screenshot.

This worked fine on M63 dev channel. 

Issue is seen after changing to M63 beta channel. Is it intentionally disabled on beta channel?

Status: Fixed (was: Untriaged)
This is not going to launch until M64. The device policy icon was not intentionally but a fix for that was merged to M63 earlier today.
