forces streaming video to glitch/reload

Unable to reproduce this issue on Ubuntu 14.04 and Windows-10 using chrome latest stable #62.0.3202.89. Able to play the video from the below link as expected.

Bryan@ Are you able to reproduce this issue on incognito mode? Could you please provide more information on which device and including chrome://version details for further investigation?
