ec: servo_v4 dies when plugging charger

Issue description

As briannorris@ and I have observed, sometimes servo_v4 seems to restart when plugging a charger into the "DUT POWER" port. We should first check to see if this is a panic in EC FW (it's not the only explanation for this failure, but probably the easiest to check), but it's difficult to check without UART pins. We should try enabling servo_v4 console UART, pulling those pins out, and checking for anything useful around failure time.
 
IIUC...it's not a crash or reboot on the Servo. I can reconnect to the Servo EC console after it re-enumerates, and it still has context (e.g., reports gettime of much longer than just the reconnect -- if I 'reboot', gettime shows only a few seconds).

The symptom seems the same as when I first plug into a Cr50-enabled device -- the Servo briefly de-enumerates from my host system.
Anything in the console log?

Is this with a DUT plugged in or no?
