Crash in extensions::WebRequestEventDetails::SetFrameData()

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/605.1 (KHTML, like Gecko) Version/11.0 Safari/605.1 Debian/buildd-unstable (3.26.1-1) Epiphany/3.26.1

Steps to reproduce the problem:
I'm using Brave browser based on Chromium 63. The only thing I need to do is to launch the browser.

What is the expected behavior?

What went wrong?
As it can be seen in the attached backtrace it crashes because navigation_ui_data is null, so dereferencing the pointer causes a SIGSEV.

Status: WontFix (was: Unconfirmed)
I'm closing this as it was caused by the lack of PlzNavigate machinery in the Brave browser. See the discussion in https://chromium-review.googlesource.com/c/chromium/src/+/757397
