Extra synthetic bold on top of locally matched Roboto Bold on Android

Issue description

Example URL:
https://hearthstonehungary.hu/

Steps to reproduce the problem:
1. Open the website on Chrome 62 (Android).
2. Font-weight: bold texts look awful.

What is the expected behavior?
Font-weight: bold should look nice. :) If I view it on dekstop, then there is no problem at all.

What went wrong?
Font-weight: bold looks bad on that website using Roboto font. The issue doesn't occur on desktop or previous Chrome versions on dekstop or Android.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes Chrome 61

Does this work in other browsers? Yes

Tested the issue in Android and Observed weird bold font.

Steps Followed:
1. Launched the Chrome Browser.
2. Navigated to https://hearthstonehungary.hu/
3. Observed weird bold font

Chrome versions tested:
62.0.3200.0, 64.0.3261.0

OS
Android 7.0.0

Android Devices
7.0.0 SM-J710F Build/NRD90M

This is synthetic bolding on top of a locally matched "Roboto Bold". This looked better before the https://chromium.googlesource.com/chromium/src/+/1af972995791e50fb49070e4665d14ae20fcae2e CL since before this CL, only a synthetic bold version of a locally matched "Roboto" was used. 

The website does a weird thing: It uses Roboto from Google fonts, but only includes regular, non-bold versions, font-weight 400. Then specifies bold for span elements. 

There are two reasons this happens: 1) Our local matching is broken and uses family name for matching, instead of postscript name, see: see issue 627143 and CL description for
https://chromium.googlesource.com/chromium/src.git/+/1af972995791e50fb49070e4665d14ae20fcae2e . We also incorrectly pass requested styling information to local matching, which we tried to fix in https://chromium-review.googlesource.com/c/chromium/src/+/589270 but this broke Google Fonts Roboto weights matching on Android, hence the partial revert.

We can't revert the partial revert since CL is critical to fix existing Robot weights matching:

The only way to fix this is to fix issue 627143. In the meantime, the website might succeed by including the full Roboto set from Google fonts, not just the regular versions.
