Updated file downloaded, old file rendered.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Steps to reproduce the problem:
I am not sure, this is happening with every deploy with updated pages on a new development server.

What is the expected behavior?
That the file downloaded in the network tab should match the file in the elements/sources tab.

What went wrong?
1. Deploy aspx with updated javascript code.
2. Refresh, or Hard Refresh: Page still shows/executes old version.
3. F12 - Go to network tab and see that the new updated file has downloaded by looking at the response contents.
4. Close browser, and reopen, everything works as expected.

Sometime it's even worse, if I have a javascript error, I see the error in the console and if I click the file get taken to the old version of the script that has no error.

I have attached a screen shot showing that the network tab has a missing ')' fixed, but the sources tab is still missing the ')' with no syntax error reported.

Did this work before? Yes

I am unable to reproduce this with a simple test file, but have some more information.

The behavior is worst after I am redirected from the authentication provider selection screen in SharePoint after selecting windows login. The page loads but Dev Tools still shows the authentication provider page in the sources tab. A ctrl-f5 sometimes makes the proper files show up, but most of the time I will have to close the tab and open a new one for it to behave as expected.

I will continue to try to create a simple case that reproduces this, but I have a feeling it is pretty complicated, as this setup is almost identical to many other machines we have here that do not have the problem.

Hey Guys, I found something else that might be related and could help discover the underlying issue.

I made a change to an element in the DevTools Elements to test something. The middle red box reflects the change I made. "750px" -> "0px".

I hit ctrl-f5 to reload the page, and reset everything to its deployed state. The page looks like it reverted. When I did a search to find the css it finds the correct value in the css file. Bottom red box shows the correct value.

When I double click the line in the search results, it opens the old version of the file with the previous manual DevTools changes I made, not the file that was rendered, not the file that was found in search results. The top red box it shows that changes were made to this file but they were not saved.

I would expect a ctrl-f5 to revert any manual changes I made that were not saved. I'm wondering if there a setting that is making my changes stick? If not, I think this could be related to the symptoms I reported initially.
