Address Bar Disappears

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Steps to reproduce the problem:
Appears sporadically

What is the expected behavior?
Address bar appears

What went wrong?
The address bar disappears when opening a new tab, occassionally

Did this work before? N/A 

Chrome version: 62.0.3202.75  Channel: n/a
OS Version: OS X 10.12.6
Flash Version: 

Opening a new window restores the address bar.

All tabs in the current window are affected. Any new tabs in current window also do not display address bar.

Wow, this is strange. Did you have extension icons in the Toolbar? Did you resize the window or just only opened a new tab?

Are you by any chance showing a lot (let's say 10+) extensions in your toolbar? Any unusual extensions? Does this happen when you open a link in a new tab page, or right when you open a blank new tab?

No problem, certainly an odd one!

Yes, I do have a number of extensions in the toolbar (currently 12).

Well, some development stuff (React devtools, Redux devtools).

I will keep an eye on it a) in 62.0.3202.89 which I updated to yesterday, and may solve it, and b) for exact replication steps (I haven't been able to identify a pattern yet, other than that in the original ticket).

Have you seen this in the last few weeks?

This is happening to me also. Only chrome restart works.

I have Spectacles app installed which alot of resizing of chrome window occurs. This might be the case of the previous bug https://code.google.com/p/chromium/issues/detail?id=463905

Only Chrome restart? The workarounds in https://bugs.chromium.org/p/chromium/issues/detail?id=463905#c20 don't work?

What triggers this for you, resizing with Spectacles? How intermittent is it?
