Password Manager dialogs: button ordering and character casing incorrect on macOS and Linux

Issue description

Chrome Version: 64.0.3261.0
OS: macOS, Linux

Button ordering and character casing should follow platform standards. Deviating from these standards creates friction and can cause users to misuse dialogs.

What is the expected result?
On macOS and Linux the button ordering should be right to left.
On macOS buttons should use title casing.
On Linux buttons should use sentence casing.
See overview in attachment.

What happens instead?
Buttons read left to right and use sentence casing on all platforms.
