What steps will reproduce the problem?
(1) Delete cookies in ClearBrowsingData (even on a fresh profile)

What is the expected result?
It should be done immediately

What happens instead?
It's takes multiple seconds

I can only reproduce issue in Chrome Beta. Chrome 62 and Chrome 64 don't seem to have this problem.
