Regression:Overlapping of separator line is seen after clicking on 'use current pages' option under on startup section.

Issue description

Chrome Version:64.0.3261.0 (Official Build) aac97fe5f3cb5890bedac2a2ba9fec6b3e8c16fc-refs/heads/master@{#514329}(32/64 bit).
OS:Windows (7,8,10),Mac(10.12.6,10.13.2),Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Freshly Launch chrome open chrome://apps,navigate to chrome://settings/
(2)Click on 'open a specific page..' > use current pages option under on startup
(3)Now navigate to any 2 webpages, switch to settings tab and again click on use current pages option,observe at bottom of url list.

Actual: Overlapping of separator line is seen after clicking on 'use current pages' option under on startup section.

Expected: No such Overlapping of separator line should be seen after clicking on 'use current pages' option under on startup section.

This is a regression issue broken in 'M62' and below is the bisect info.
Good Build: 62.0.3202.13 
Bad Build:  62.0.3202.24

Correction: Above issue is seen on latest dev build i.e 64.0.3260.2 (official build)

I'm not able to repro on Linux.

It looks like it may be the lower scroll indicator, but there should be scroll bar in that case?

If a seventh item is added, does the line look like the scroll indicator line?

I'm marking this WondFix because I didn't repro it. Please re-open if it's still happening (and confirm/deny that it looks like the scroll indicator line).

Late last night I'd thought (in error) that the scroll bar was broken and not showing on chromeOS. I'd forgotten that the scroll bar auto-hides.

Please check on other systems on whether there is a hidden scroll bar when the grey line appears heavier.
