DistillerPageIOS has a boolean to represent whether it think the current WebState is loading or not. This is a workaround because WebState::IsLoading is/was returning an incorrect value when a SLL interstitial was blocked.

The behaviour of WebState should be fixed, tested and the workaround removed.
