Issue descriptionChrome Version:64.0.3261.0 (Official Build) aac97fe5f3cb5890bedac2a2ba9fec6b3e8c16fc-refs/heads/master@{#514329}(32/64 bit). OS: Windows (7,8,10),Mac(10.12.6,10.13.2),Linux (14.04 LTS). Steps to reproduce: 1)Launch chrome and go to 'chrome://flags'. 2)Scroll page ,give print command and observe. Actual Result:Search box is seen misplaced after giving print command on 'chrome://flags' Expected Result:Search box should not be misplaced after giving print command on 'chrome://flags' This is non-regression issue seen from 'M-63' i.e #63.0.3235.0

The Print Preview UI isn't responsible for laying out the page, so adding Blink>Layout for input. This is a little hard to test in Print browser mode since it is not possible to scroll. However, if I navigate directly to chrome://flags/#ignore-gpu-blacklist in Canary Print Browser mode, the search box appears to be pulled down separately from the rest of the search strip (i.e. the white background and "Reset All to Default" button), which is different from what happens in normal Canary where the entire search + background + button are pulled down. Reducing priority, since this is an internal Chrome page that is unlikely to be printed.

We could take chrome://flags and make a minimal test HTML/CSS test case out of it. We can then try that out and see if this regressed or not.
