OS: Windows 10(Touch device).

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Application' section and open 'Service workers' and tap on Push message in text field,observe

Actual: Cursor pin is not visible after tapping in text box.
Expected: Cursor pin should be seen after tapping in text box.

This is a non-regression issue, seen from M-63 series as 'Push message' in 'Application' section of devtools appears from build # 63.0.3218.0

Kindly review the attached screen cast for reference.

Note : Above issue is Windows 10(Touch device) specific and not seen on other OS.
