Descender skipping in underlines is the new intended default behavior. It can be disabled by the page author by specifying: text-decoration-skip-ink: none. For details, please refer to: https://groups.google.com/a/chromium.org/d/msg/blink-dev/47BHtmz0jVY/itAC_xpwBgAJ and issue 777428 . Closing as WontFix, since it works as intended.
