the video flick when using h264 codec

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:56.0) Gecko/20100101 Firefox/56.0

Steps to reproduce the problem:
1. join the meeting using h264 codec
2. check the video 

What is the expected behavior?
the video should be normal

What went wrong?
the video flick

Did this work before? N/A 

Chrome version: 58  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 26.0 r0

the issue was reproduced several times.the video and logs has been uploaded.
there ara a lot of error in logs:
ERROR:rtc_video_decoder.cc(183)] Decoding error occurred.

I can not provide the demo right now, but I reproduced the issue several times in chrome 63 in MacOS , what information you need?
